A perspective from spain: we don't see the way english women dress as them having more freedom, but as a... different fashion sense. Maybe one that is meant to hook up more or attract men's gaze.

We don't envy them specially in winter. Here we can wear the same clothes, we simply chose to not freeze. Or clothes that we think are more flatering.
