I guess this is advice for a short term relationship. I mean, if you put less effort, women might think that you are going throgh a bad time and put more effort at first. But if that continues over time, they would start feeling unnapreciated and breaking up.

There is a pattern of men putting low effort, the women having doubts at first and, after some time, the woman breaking up. How long a woman would put up with that? It depends, conservatives tend to be more of a doormat. But even them would divorce if they see no effort.
