But somewhere I read that if when someone makes you uncomfortable you make a scene and make them uncomfortable back, they might learn to stop it in order to not be uncomfortable themselves.

What I can tell you is that I have never enjoyed catcalls and most women I know don't enjoy them either. To the point of avoiding construction sites and similar places to not receive them. Internet offers the opportunity to speak about the this things when previously, it would have been a situation where one women would be facing a whole group of men. Not very fair, isn't it?
