If women were banned from clinical research, then it wasn't women's choice. By the way, women being banned from clinical research means that if a woman needs medication, either she would be denied or she would risk the side effects that got the FDA so worried since those side effects won't be detected in the research phase. Side effects won't disappear just because they didn't want to hurt fetuses.
And the fact is that some of those women might not want to have children at all. So men are making a decision for women, prioritizing "children" that might never exist and pretending that the consequences (worse medical treatment) are not important.
Considering women as potential mothers instead of people on their own whose life is worth saving is misogyny. The priorities that "explain" the research are sexist.
