It is posible that he is projecting. He might want to lead in the relationship instead of being equal partners. Since in his mind man lead, that includes "setting objetives". So he set the objetive for women of wanting to be lead. Thus, since he has decided that what is what women should want, that makes it so.

It is the same with men who say "but you like to cook!" when what they actually mean is that they like women to cook and to eat what someone else has cooked for them.

Many men like to see themselves as strong leaders. Since at job or society that doesn't happen often, they expect women to fill the roll of follower in the marriage.
