Makes sense. It is similar to private scholarships. The company pays, and the company decides which studies get the scholarship.
But you need to keep in mind that students have agency. At least if parents do their work and explain to them in time what is expected to get in.
I mean, my brother didn't want to study. He said that he didn't needed to get a construction job (he was tight on that). But my father told him that getting good grades and going to university would open choices for him. So first study, decide what he wanted to work in latter. So my brother studied, got into university and ended working at e-commerce. Which he likes more. So, yes, you can be undecided and have plenty of opportunities to chose and change.
I studied economy and ended on IT. Because after university you can take masters and other studies to complement your title. The only constant is that you need to study hard.
