The women in those agencies are usually from the east and are looking for economic opportunities that don't have at their countries. But that doesn't mean that they don't have standards either, but that their standards are... more oriented to get an economic position. To put an example, the mail order bride would still expect a man who makes a lot of money and gives her a lot of expensive presents. They would also send money to their families.
