No. In Europe and countries where there is social services as decent public schools and healthcare, you don't see this problems. It has to do with lack of resources for those children.

Those boy that you call "ferals" do in fact have plenty of male role models around. On TV, on social media, Netflix, people around them... And the message they are getting is "money makes you right". Unsurprisingly, they resort to what they can to get money.

What you call "destruction of the family" is not as gloom as you think, since a family where the dad is violent is way worse than a family where said father is absent. If a father gambles or drinks, they won't be better or have more resources. The problem is poverty, not the destruction of the family.

That is why I said that they need to learn to be good. Everything else is optional and not exclusive of men or women. In fact, the idea that a boy only can learn from men, makes many boys ignore the good example of the women in their families and that is a problem. After all, single mothers provide for the family. So what is the difference with a father providing? Why the mother is not a good role model? Lets just say that it is in some peoples heads because at the end of the day, working for the family is the exact same action wheter is done by a man or a woman.
