Not really. Doing that have a cost that won't be compensated by higher income (as he has explained), so there is no incentive to do that. Private companies want profit and if there is no profit to be had, then they won't do that.

And "short term" means that there won't be time to recover the investment. So putting money in advance in a situation where you might not recover the money is not happening.
