The "how to flirt without being creeps, is more about the fact that men seem to think that "flirting"justifies whatever they feel like doing. For example, blocking a door so you can continue your day "until you agree to a date". Or looking at your personal data in a data base that you agree only for delivery, not for them to suddenly decide they want to "date". I could go on. So "how to flirt without being a creep is an attempt to convince men than being creepy is not flirting or a requirement for flirting". Way different than complaining about men not flirting. In fact, in the world of Tinder and dating apps, I would say that no one but conservatives are complaining about "men not flirting". And by "flirting" they actually mean harash.
