Taliban have banned women's voices because acording to them, wearing a burka is not enough to make them "not attractive/sexually desired". Their voices are sexual acording to them.
I'm telling you this because desire is in people's heads and imagination. Whatever you wear, your intention, is not what is provoking desire in men. It is the way their minds interpret that. Sure, there are social agreements/common ideas on what is sexually appealing. But at the end of the day, you are putting the focus on the wrong place: the clothes women's wear instead on the fantasies in the men's heads.
Another example: European beachs allow topless. That is not considered sexual. Sure, men look, but it is not considered that women doing topeless are doing it to be "sexual". That is US take on topless. By the same standars, brazilians wear tangas an show their asses. No one considers that sexual. Somehow, men there won't walk around with bonners. Context matters and many men imagine things that aren't there.
