The appearance of the man is irrelevant, comment would be annoying regardless of the man's look. But a more realistic scenario is a group of men who would say this to women who are alone, while the man won't say anything if the woman is with another man.

Expectation is not for you to say something (well I guess some woman would expect that, some of them conservative), the expectation is for police to do something about it (assuming it is illegal in that country).

Feminist expectation are no the men who stop saying "nice ass" or other variations on catcalling, not on the man to say something back. Or if you want to nick pick, on the friend of the "man with the missing tooth" to say "that is not cool broh". Or something like that.
