Wrong. In Germany people believe that everyone should have opportunities based on effort. That everyone deserves education. So every citizen pay taxes based on income. Tax money is used to offer several social services. Like healthcare and education. So every citizen pay for children education and subsidize universities (all careers) because in the future the people who is going now to university (doctors, engineers or painters) would work, create riches and pay retirement for the people who is now paying for their education. Also, when you¡ll get old you would need a doctor.
So while US focus on how much the doctor is going to make for himself (by rising healthcare cost), in Europe focus in a system where you invest in people and it is expected that people give back latter (Since they would be paying taxes). The system works well. You can see it in life expectancy.
The fact that you can't understand the logic behind it, is because you probably are high earner and your father was too. It is peculiar how high earners usually forget that many people in US doesn't have health insurance and can't afford going to college.
